That's pretty much why we introduced the secondary Bracket, so people who go 0-2 or 1-2 get more for their money.
so that they feel their time and money is spent better, and they have a greater involvement in the tourney, cater to scene growth.
if you want growth, a good way to do it is to have pools which allow new and lower levels players to get far more tournament sets
round robin is waaay more common than straight double elim, which either happens if you have no time, or dont know how to TO properly
