Yeah, Villager has one of, if not the best recovery in the game. He's still vulnerable while using Balloons though, so you can get some free hits in. Although against a player who techs though, I would have no idea (except Tailwhipping as Ness) how to outright stop his recovery.
So I just advise against it.
Speaking of which... I really need to learn to tech. You got so many kills off my Toon Link with your bair into the stage. XS
