I have a little table on my phone with all the ding dong percents that I just take a peek at if I can't remember a particular character's off the top of my head. I went ahead and labbed the percents for all the characters without rage before realising there's already a list compiled together on smashboards, which I'll just leave at the bottom of this post.
As for the timing the ACT, once you have your opponent in cargo hold you need to jump and do the up-throw while rising, and then buffer a double jump and up-air for the kill. When your opponent is more towards the maximum percent in the ding dong range you'll have to up-air at the height of your double jump to actually hit them. Also, just make sure that you wait at least 5 or 6 frames after jumping to input the up-throw though, otherwise you'll cancel the jump and end up doing the cargo throw from the ground, which might even damage your opponent pass their percent range and make it much harder to actually kill them that stock.
Another tip is to use up-air as little as possible outside of using it to ding dong, you want to keep this move as stale as possible so you can net kills earlier. DK usually starts dying to the ding dong around 89 percent without rage, but when I had about 100% rage and a fresh up-air I was able to kill you roughly 10 percent earlier than that.
Practise it in training mode until you have the timing down? Also, do you like fighting Roy?
